Help needed to return to U.K.

Help needed for a British homeless person who requires assistance to return to Britain. She is long term unemployed due to her lack of qualifications, diplomas and in more recent years ill health. Her lack of health has seen her being signed off as not fit for employment by the Gemeente Amsterdam werk en inkomen. As she has not a fluency in Dutch, retains a British Passport, is in ill health and is also Transgendered, her future is bleak in the Netherlands. Any help there could be is lost, as all government offices have said they have orders to communicate in Dutch with people who have lived in the Netherlands for the time she has.

She moved to the Netherlands in February 1998, when she became homeless in the U.K. and without any family or friends she could stay with in the U.K., she rang me to ask if she could come over for a couple of weeks. On the second day she was in Amsterdam, she had found work with NIPO foon, they were a Grotemarktonderzoek call center who moved to Rotterdam a year later. After they moved, she found other posts via the uitzendbureaus but her being Transgendered posed issues for her and she was many times discriminated. Then in the year 2000, the uitzendbureaus told her that as she had not the desired skills to fill positions that could not be filled by Dutch Nationals, she needed a fluency in the Dutch Language before they would offer her a non skilled position. She tried to set up her own business in Spain in the year 2006 but was forced to return the Netherlands in 2007.

From that point, her health took a downward spiral with a host of events that should not even happen to the unluckiest person in the world. During these hard times for her, I have done all I can to help her. In the last two years I have tried to find a way for here to return to the U.K. but as she has not the family (Her family ties were severed due to a family disagreement that took place on the day of her grandmothers funeral in 1996), friends or the required finance to move back to the U.K. and has not lived in the U.K. for eighteen years, the Netherlands is considered as her host country.

I have contacted on her behalf U.K. charities, U.K government and non government organisations and each of the replies have stated in order for her to return to the U.K., she must have the finances to support herself for between three and six months as she has what is called a ´Habitual Residence Test´ to pass. Without those finances she needs to return to the U.K., friends or family who can help her till she passes the ´Habitual Residence Test´ she is trapped in Amsterdam.

Now that the U.K. has voted to leave the European Union, she is real danger of losing what little benefit she gets as she only gets bijstanduitkering from the council as she is European citizen, once the U.K. leaves the EU, the Dutch Government has no reason to extend her residents permit or continue with her benefit.

Under the Dutch Remigration Act, the government gives grants to expats to return to own country but although there are a number of EU countries on the list of allowed countries, the U.K. is not one of them.  As it will take the U.K. two year to leave the EU it would be beneficial if the Dutch Government would now allow U.K. citizens to apply for repatriation grants.

She has been waiting on social housing since November 2007 but learned the waiting list is 8.7 years and she is still waiting on a suitable offer. Due to her health situation which she is awarded medical points for, her vulnerability as a Transgendered person. But as she is not economically active due to her health, she will most likely lose right to get housed as she will stop being an EU citizen and I her future is bleak.

There does not seem to be any support for citizens who find themselves in finical trouble in one EU country for them to return to their country of birth. As she does not speak Dutch she wants to return to Brighton U.K. and not in Amsterdam were she has no future.
